A 532-page proposal to legalize adult-use cannabis in Illinois by January 1st, 2020 was officially filed in the state senate on Monday, with House Speaker Mike Madigan saying that its passage is not guaranteed today.  Amendment 1 to Senate Bill 7, carried by Chicago Democrat Heather Steans, would allow Illinois residents to possess 30 grams of cannabis, 5 grams of cannabis concentrate and 500 milligrams of THC, contained in cannabis-infused products.  Also up to 5 home-grown plants would be allowed, provided that certain safety conditions were met.  Adult-use legalization, coupled with criminal justice reforms, were campaign promises by Democratic Governor JB Pritzker, whose office said that the proposal would be the starting point for the debate.  Madigan told a goup of student reporters from the University of Illinois in Springfield that it is going to be difficult to get 60 house lawmakers to agree on some of the language in the proposal.  The bill would also allow the expungement of a misdemeanor or Class 4 felony marijuana convictions.
