A Centralia businessman pleads guilty, in regard to theft of governmental funds over $10,000, but less then $100,000, along with failure to file an Illinois Income Tax Return.  62-year-old Douglas Loy was sentenced on Wednesday to 4 years of conditional discharge, along with paying over $61,000 in restitution.  Loy paid $15,000 of that restitution, after he entered his guilty plea in Marion County on Wednesday.  The theft charges accused Loy of failing to remit collection of sales tax on auto parts sales, with the incidents happening between February 2013 and June of 2017.  As part of his plea agreement, charges of failure to file sales, use tax returns and failure to file income taxes were dropped.
