Southern Illinois Rotarians at their annual conference here Saturday honored 52-year old Patrick C. Downey of Mascoutah as the District 6510 Rotarian of the Year for his contributions in assisting more than 25 Southern Illinois Rotary Clubs to engage in long-range strategic planning.  Downey, a charter member and two-time past president of the Saint Clair County (East) Rotary Club, is the coordinator of the district’s “visioning” program, which assists clubs in envisioning where they want to be in five years and in developing plans to get there.  Downey, an account manager with SRA International, is also a Paul Harris Fellow and a sustaining member within Rotary, indicating his continuing support for the charitable projects of The Rotary Foundation.  Rotary International District 6510 comprises 48 clubs and some 1,685 individuals in Illinois’ 28 southern-most counties.
