A 2-year prison sentence was handed a former southern Illinois police officer convicted of forcing a woman to have oral sex, stealing village funds and evading taxes. The Belleville News-Democrat reports Harry Halter was sentenced Thursday in U.S. District Court in East Saint Louis. Halter, a former Fairmont City police officer, received $25,000 in tax increment financing funds to put a fence around his Alorton tow business. Instead he used the money for himself and to pay boat docking fees at a marina. Halter was off-duty as a police officer on New Year’s Eve 2008 when he used his patrol car to pull over a woman outside his jurisdiction for driving with a suspended license. Halter allegedly received oral sex from the motorist in exchange for not arresting her.
