The Illinois State Board of Education won’t be taking a controversial vote on changing the makeup of special education as scheduled.  Board officials say they’ll now work instead on giving districts more flexibility with special education classes.  The board was expected to vote today on eliminating a rule that says special education students can account for no more than 30 percent of a classroom but removed the item from its meeting agenda Tuesday following days of outcry from teachers unions and special education groups.  It was also considering eliminating caps on special education class sizes.  The proposal was aimed at moving more special education students into mainstream classes.  The board had already postponed a vote on the issue earlier this fall.
