On Tuesday, Jefferson County States Attorney Doug Hoffman filed First Degree Murders charges against 27-year old Marventi D. Palmer of Mount Vernon for the murder of then 15-year old Deon Feggins on August 8, 2010 in Mount Vernon.  Feggins died at a hospital after being found shot multiple times on a street.  Palmer is currently incarcerated at the Illinois Department of Corrections on drug charges in the Shawnee Correctional Center at Vienna serving a 20 year sentence.  He was sentenced in September 2013 to an additional 2 years for Unlawful Possession with the Intent to Deliver a Controlled Substance.  He also had been taken into custody many times for drug, gun and domestic battery charges in previous years.  The investigation is continuing and additional charges may be filed against other individuals involved in the incident.
