Illinois officials have put a hold on plans to require permits for most all-terrain vehicles.  The Springfield bureau of Lee Enterprises reports the Illinois Department of Natural Resources won’t require off-highway vehicle owners to buy the permits until further notice.  Lawmakers approved the new $15 fee for ATVs last year. It was set to take effect April 1st.  But legislators say they need more time to look at the law and possibly clear up confusion about who must buy the permits.  IDNR Director Marc Miller says the delay is “a good faith effort” to make sure all rules are in place before vehicle owners have to buy a stamp.  Money from the permits was tentatively slated to develop trails and parks for use by ATVs.
