There was one item not on the agenda for last night’s Nashville City Council meeting and that involved Sisco.  It was at the February 6th meeting that the Council received a report from John Paulauski of J.P. Acoustics.  He was commissioned by the City Council late last year to conduct sound tests on several occasions to find out if Sisco was in compliance with the sounds that were being emitted from the plant.  The subdivision and other residents in the area have been complaining of the sound for over a year and came to the Council with their complaint.  The report stated that the business was out of compliance in both day time hours and night time hours, as specified by the Illinois Pollution Control Board.  The Council met in executive session later that night and they instructed City Attorney William DeMoss to immediately notify the ICPB of the study results.  They also instructed Chief of Police Brian Fletcher to enforce Chapter 8.16.010 Nuisances of the Municipal Code.  He did this the next morning by giving written notice to Sisco Corporation requiring them to remove said nuisances not to exceed 45 days.  If they did not rectify the noise, action can be taken by the city, such as a citation and a court date.  Last Tuesday, the 45 days were over and Chief Fletcher issued a citation to Sisco for violation for Nuisance.  He says they understood the procedure and they have not made all the changes to reduce the noise coming from the building.  Fletcher says he has also told some of the members of the neighborhood that a citation was issued and it now goes to court.  He says there only needs to be one citation, so it isn’t going to be a check back every so often and issue another citation.  Sisco is making changes, they just aren’t done as of this time.  The court date is May 6th and the next step will rely on the changes being completed by then.
