The Nashville City Council met last night and they approved the Prevailing Wage Rate ordinance, which is an annual request to allow contractors to work on city projects.  While the Council did not approve an ordinance on nuisances, they did receive a new detailed draft of an ordinance.  The current ordinance is vague and sometimes left up to interpretation.  Also, as the ordinance book is being updated, they want to update this ordinance.  Police Chief Brian Fletcher talked about this draft, as it goes into more detail and sets up a voluntary correction agreement.  This would be between the person with the nuisance and the police officer, that if they go into the agreement, they all can avoid any possible lengthy delays in court, so it speeds up the process.  Also, if the person doesn’t accept the voluntary correction agreement and abate the nuisance, this ordinance will allow the city to solve the nuisance without a judge’s consent, as well a citation would be issued and a court date would be assigned and it would go through the court process.  The Council will have until the next meeting to go over the whole ordinance and they hope to take action on it at the next meeting.  Fletcher says the new squad car is on the road.  Street Department Superintendent Richard Schuette reported that they have to get the compost site tested for fecal matter and salmonella and other unsanitary things.  Usually they have not had to do this, as they did not sell off the compost, but now everyone has to get this testing done, which will cost $277.  They usually do a testing at the end of the season in October, but they are being asked to do one now, so it will be done twice this year.  There have been complaints about the smell of the sewer at the north end of town.  Utility Superintendent Blaine Middleton says they always treat it with chemicals, but as the pipes are getting old, they may not hold the smell as well.  He believes that once the pipes are lined, the smell will not be an issue.  This lining will keep anything from pooling in the pipes and creating a smell.  The work on lining the pipes has been delayed due to the rain.  They hope to get it started next week.  The Council approved of a bid of $45,523 for a new boom arm mower from Diamond, as well as a bid of $72,957.17 from Diedrich Implements for a New Holland tractor.  This all includes the installation of the 25 foot boom arm with mower.  It includes a joy stick to operate the boom arm, which is much safer than operating a group of levers while driving.  The Treasurer’s report for May was approved and the bulk of the audit has been done.  The annual City Employee Picnic will be held on Friday, August 14th with details to follow.
