The Illinois Senate adjourned without taking any action on items that remain on their “grand bargain” budget compromise.  Several parts of the compromise were approved on Wednesday, but they might have to push forward, according to the Democrats who run the chamber.  One of the tougher measures to approve is the tax increase.  Personal income tax could increase from 3.75 to 4.95 percent and increasing the corporate rate from 5.25 to 7 percent.  Republicans agreed to those terms, but only Democrats would agree to some of their terms, which includes a property tax freeze for homeowners and changes to workers’ compensation program to help with savings.  Democrats countered with a 2-year property tax freeze, but that failed yesterday.  Talks are expected to continue throughout today while both the House and the Senate are both in session.
