A Chicago federal judge said that the state isn’t complying with their court order to pay their health-care bills for low-income and other vulnerable groups.  This comes with the state heading into a 3rd consecutive year without a budget.  The Thursday ruling by Judge Joan Lefkow, said officials have not lived up to their agreement in this civil case.  She added that the comptroller in Illinois will face an unenviable situation of deciding what bills they will pay, while this approach does not comply with the standing court orders.  Despite criticism, Lefkow did not order Illinois to pay $2-billion in unpaid Medicaid bills immediately and in full, because that will deepen the financial crisis in the state.  Lefkow’s ruling instructs that the state and Medicaid recipience will negotiate a sufficient payment plan of bills to make sure that critical medical care is not jeopardized.
