Illinois Comptroller Judy Baar Topinka toured the Warren G. Murray Developmental Center in Centralia yesterday, later meeting with Murray parents and local legislators at the Corner Café. Topinka said she was impressed with the center, and the obvious love and care that is given to the residents. She noted several times how Murray Center is the residents’ home, and how safe, happy, and loved they were, commenting that the place is phenomenal and questioning why would anyone want to close it. Topinka said she would quietly pull Governor Pat Quinn aside to suggest he tour the facility and suggest it not be closed. The Republican Comptroller is criss-crossing the state this summer. She’s talking to different groups about how the end of the income tax increase will impact their funding and warning of serious financial trouble ahead. Topinka says that when the state’s income tax hike rolls back at the end of the year, that will result in a nearly $2 billion decrease in revenue. She’d like to see lawmakers phase it out in increments. She admits agencies are in a tough spot because lawmakers have not yet addressed the income tax hike. She says a big part of the state’s financial problem is that Illinois has done too much borrowing. Topinka says groups need to live within in their means which could mean cuts have to be made.
