A bench trial on a challenge to the state’s decision to close the Warren G. Murray Center in Centralia started yesterday morning in Chicago. U.S. District Judge Marvin Aspen began hearing testimony at the Dirksen Federal Building. He has set aside three days for the trial, expecting it to be completed at approximately 5 PM tomorrow, but said he could schedule another hearing at a later time if additional time is needed. Both parties were given 10 minutes for opening arguments Tuesday morning, with the hearing starting with the cross-examination of Murray Parents Association President Rita Winkeler, followed by nearly a dozen other plaintiff’s witnesses, including court appointed guardian Stewart Freeman, who testified about dangerous conditions he found at area group homes where some of his clients had been sent to live. The court is also scheduled to hear from the state’s witnesses, including Transition of Care, Project Manager Mark Doyle and Murray Center Director Rick Starr, who are being called by the plaintiffs as adverse witnesses. Both parties will then have 30 minutes for summation of their arguments.
