The son of late Comptroller Judy Baar Topinka has filed a lawsuit accusing his mother’s chief of staff of taking campaign funds. The lawsuit filed Tuesday in Cook County by Joseph Baar Topinka accuses Nancy Kimme of taking nearly $89,000 from Topinka’s campaign fund and using some or all to buy clothes, travel, and pay off debts. Kimme denies wrongdoing and told the Springfield State Journal-Register the allegations are reckless. She says she received $25,000 from the campaign fund for work and that nearly $64,000 was transferred in August from one bank with a now-canceled Topinka credit card to another bank with the main campaign account. Topinka died in December 2014 after she won another four-year term. Her campaign fund had nearly $1 million available as of January 1, 2015.
