The Nashville Grade School Board met before Christmas and Superintendent Mike Brink told them about some upcoming laws for 2016, as well as some things going through the legislature, all of which could affect NGS and all other schools in the state.  A Senate bill has not become a law, but it is something to keep an eye on Brink says, as it deals with a property tax extension law limit or PTELL, as it would create a PTELL in Illinois and could go into effect next year.  It would freeze tax levies for 2 full years, starting with the tax levy for next year.  This bill would also include a state aid formula change, phasing out the current general state aid formula in 2017.  It would create a committee of legislators to put together a new GSA formula.  He said it is hard to come to an agreement, because no one really understands the current formula, but the push would be to give more money to the needier districts.  To make matters worse, there is a House of Representative bill for the Fund Education Act, as part of it would push pension costs on to the local school districts.  Brink says something would have to be created to help school districts.  If they are serious about it, then either a tax levy mechanism or some kind of a ramp would have to be set up, as they could not just shift that entire amount in one year.  He says it is a no win situation.  If a school levies for that amount, it will increase the tax rate.  But, also if they want a PTELL for 2 years, how would a school be able to levy?  This is something schools and the residents of every school district are going to have to be aware of and the consequences of the lawmakers’ decision.
