The Washington County Zoning Committee met Tuesday night to discuss their usual items, but most of the discussion was about, On Target Firearms Academy range, a concealed carry firing – training range in the County, which had its Special Use Permit approved by the full Board at the January 14th meeting, despite the Zoning Board of Appeals voting 6 to 1 against it.  At the February 11th full Board meeting, resident Matt Meinert was accompanied by about 10 supporters, and he made a presentation to the Board on safety issues of the range, as he says it faces his property and home.  He brought up National Rifle Association guidelines that he believes should be enforced on the range.  Washington County Zoning Administrator Rick Greten tells WNSV that both sides were represented at Tuesday night’s committee meeting and were able to present information.  Greten says no decisions were made to close the range, as was requested by Meinert, but they are going forward on some points.  He says he has contacted the NRA about having someone come out and visit the range.  Part of the problem is that the NRA has suggestions or guidelines, but as Greten says, there are no laws or rules on how firing ranges must be set up.  The committee would still like input though.  Also, the Board made a motion that is now being reviewed by State’s Attorney Heath Hooks as to what exactly was said at the February full Board meeting and whether that is legal and can be acted upon.  Also at the committee meeting was Linda Tragessor of Southwesten Illinois Metropolitan and Regional Planning Commission, whose office helped draw up the zoning regulations for the county years ago.  Greten says once he has more information from the NRA and Hooks has completed his findings on what the Board can legally do, another committee meeting will be held, but at this time, the firing range can operate as a training place for concealed carry lessons.
