The State of Illinois is increasing their debt, by not paying their utility bills in Springfield offices.  The debt is roughly 3.5-million-dollars, which is past-due in City Water, Lighting and power.  Last year, the state was behind roughly 12-million-dollars in electricity and water bills.  Last July, the company that provides the power for the Springfield offices threatened to shut down services.  The state was able to avoid the shutdown by creating a temporary spending plan last June to prevent this.  State payments are now beginning to be slowed down again here in March.  The bill backlog is currently at 14.4-billion-dollars, with the state having no budget plan for almost 2-years.  With less than 2 weeks remaining in this current session, lawmakers have not agreed upon a budget again.
