Home gas prices could be on the rise.  The Illinois Commerce Commission approved new natural gas delivery rates for Ameren Illinois customers, following a months-long financial review and hearings.  The Commission voted to allow Ameren Illinois to increase rates that are expected to generate approximately $32 million in new annual revenue, a 10.02 percent increase over current revenue.  The company initially requested an annual increase of approximately $50 million, but as the case progressed adjusted the request to $47 million.  Further Commission adjustments and reductions, of approximately $15 million, were made in the areas of labor expense, rate cases expense, charitable contributions and advertising expenses, sponsorships and credit card expenses as well as accumulated deferred income taxes and cash working capital.  The Commission approved an overall rate of return for each rate zone at 7.75 percent and return on equity at 9.08 percent.  The new delivery rates are expected to appear on customer bills in early January.
