Citations were issued against a Centralia businessman on Wednesday, which stem from a fatal traffic crash earlier last week in Central City. 58-year-old Thomas Joy was formally charged by the Marion County State’s Attorney for a Class 3 felony for reckless homicide on Friday morning. His original charge was a misdemeanor for driving under the influence of alcohol and failure to yield a right-of-way at an intersection. Back on May 15th, Joy reportedly pulled his pickup truck out of an alleyway, next to the Broadway Tavern on North Broadway Street in Central City, when he went into the path of a motorcycle. That motorcycle was driven by 65-year-old Jerry Clarkson of Odin, and resulted in Clarkson’s death. Joy refused to take a breathalyzer test at the time and was uninjured from the crash. He was then arrested, then released from the Central City police department, where he posted his $100 bond. A Class 3 felony charge is punishable by between 2 to 5 years in prison. He has since been notified for a July 2nd preliminary hearing for a DUI. This is the 2nd DUI that Joy has received in Marion County. Back in 1991, he was charged and convicted for driving under the influence of alcohol and was sentenced to court supervision.
