CLINTON COUNTY — A 46-year-old Centralia man was sentenced Monday in Clinton County Court to 15 years in prison after he pleaded guilty to Class X possession of between 100 and 400 grams of methamphetamine.

Joshua Phelps agrees in the bargain that he’ll cooperate with authorities and testify truthfully against co-defendant Brandon McMullin. In exchange, federal authorities agree to not charge him for the incident and three other charges in the Clinton County case will be dismissed.

Phelps and McMullin were arrested during a July traffic stop in New Baden. According to police, several baggies containing a combined 266 grams of meth and 286 capsules believed to contain Fentanyl were seized from inside the vehicle, along with another smaller amount of a substance believed to be meth.

Both McMullin and Phelps were charged separately in Clinton County Court with Class X felony delivery of between 100 and 400 grams of meth, possession of between 100 and 400 grams of meth, as well as delivery of between 15 and 100 grams of fentanyl and Class 4 felony possession of a controlled substance.

McMullin is scheduled to stand trial on his charges on November 21 before a Clinton County jury.
